The Scale of PLN's Infrastructure Mission
PT Perusahaan Listrik Negara, PLN, is Indonesia's national electricity utility, responsible for generating, transmitting, and distributing power to a country of 270 million people spread across an archipelago of extraordinary geographic complexity. Indonesia's continued economic development, its industrial growth, and the daily lives of its population all depend on PLN's ability to plan, finance, and execute infrastructure projects at a scale and pace that matches the country's electricity demand trajectory.
The scope of PLN's project portfolio reflects that responsibility directly. At any given time, PLN manages a vast portfolio of concurrent infrastructure projects, power generation facilities of every type and scale, high-voltage transmission lines spanning hundreds of kilometers, extra-high voltage substations, and last-mile distribution networks connecting communities that have historically had limited or no grid access. These projects span every region of Indonesia, involve multiple internal business units and project implementation structures, and are tracked against the national electricity development plan, the RUPTL, which defines PLN's infrastructure delivery commitments through 2033.
PT PLN Enjiniring (PLNE), PLN's engineering consultancy subsidiary, sits at the interface between PLN's central project governance and the implementation activity happening across the field. In 2024, PLNE was engaged by PLN's central project management office, PLN Pusmanpro, to provide project support and integration consultancy services across PLN's RUPTL infrastructure portfolio. To complement and strengthen the PLNE team already active in this role, Avenew was brought in as a collaborative partner, formally commencing the engagement with a Kick-off Meeting on 2 September 2024 and continuing through to 31 January 2025.
The Monitoring Challenge Behind the Portfolio
Managing a project portfolio of the breadth and complexity of PLN's RUPTL infrastructure program is a genuinely demanding organizational challenge. Each project moves through a ten-stage lifecycle, from initial feasibility and investment approval through engineering, procurement, construction, and eventually to commercial operations date, and at any given moment, thousands of projects sit at different stages of this lifecycle simultaneously, spread across PLN's regional operating units and involving multiple layers of internal stakeholders.
The PMO's role in this environment is not simply to collect and report status updates. It is to maintain an accurate, current, and actionable picture of the entire portfolio, identifying which projects are on track, which are at risk, where delays are accumulating and why, and what interventions are needed to prevent backlog from deepening. This requires not just monitoring capability but decision support capability: the ability to surface the right information to the right decision-makers fast enough for their responses to be effective.
Delivering that capability consistently, at the scale of PLN's portfolio, across geographically dispersed regions and multiple internal organizational boundaries, is the challenge that Avenew was engaged to help address.
Avenew's Approach: Structured Advisory at the Heart of the PMO

Avenew's engagement was delivered through a hybrid model, combining on-site advisory presence with remote collaboration, that allowed the team to work directly within the operational rhythm of the PLNE and Pusmanpro teams while maintaining the flexibility to engage across the full regional scope of the portfolio.
Integrated Project Data Structuring
Integrated Project Data Structuring was the foundational work of the engagement. A monitoring system can only be as reliable as the data that feeds it, and one of the most consequential contributions Avenew made was helping to bring greater structure, consistency, and traceability to the way project data was organized, updated, and maintained across the portfolio. This involved working directly with the project team to establish cleaner data flows between regional inputs and the central monitoring system, reducing the manual processing burden on PMO staff and improving the accuracy and timeliness of the portfolio picture available to decision-makers.
PMO Workflow Diagnostics
PMO Workflow Diagnostics gave the engagement its analytical grounding. Before recommending changes, Avenew systematically assessed how the existing PMO workflows, for data collection, issue escalation, coordination meetings, and reporting, were actually functioning in practice. This diagnostic orientation, consistent with Avenew's broader advisory approach, ensured that the improvements developed were targeted at the real friction points in the system, rather than generic process enhancements applied without organizational specificity.
Backlog and Delay Mapping Analysis
Backlog and Delay Mapping Analysis addressed one of the most operationally urgent dimensions of the engagement. With thousands of projects active across the RUPTL portfolio, managing the backlog of delayed projects, understanding where delays were concentrated, what was causing them, and what recovery actions were feasible, required a structured analytical approach that could operate at portfolio scale. Avenew developed the mapping methodology that gave the PMO team a clearer, more organized view of the delay landscape across the portfolio, enabling more targeted and effective backlog recovery efforts
Project Forecasting and Debottlenecking
Project Forecasting and Debottlenecking extended the monitoring capability from status tracking into forward-looking analysis. Understanding where a project currently stands is necessary but not sufficient; what the PMO ultimately needs is the ability to see where it is heading and to intervene before delays deepen or cascade. Avenew's forecasting and debottlenecking work gave the team the analytical tools to identify bottlenecks before they became schedule events and to develop credible recovery scenarios when projects had already fallen behind plan.
Centralized Monitoring Dashboard
The development of a Centralized Monitoring Dashboard was among the most visible and practically impactful elements of Avenew's contribution. The dashboard, built to provide a live, data-connected view of the portfolio, gave PLN Pusmanpro and the PMO team a real-time monitoring instrument that replaced more manual, time-intensive reporting approaches. Designed to be operable by the PMO's own team and updatable as new project data came in from regional units, the dashboard materially improved the speed and quality of the information available for executive-level decision-making. Consistent with Avenew's recommendations for sustainable capability, the engagement also addressed the training and operational guidance needed for the team to own and maintain the dashboard independently going forward.
Integrated Work Report
Throughout the engagement, Avenew also provided advisory input on the IWR reporting process, the regular integrated reporting cycle that serves as the primary vehicle through which the PMO communicates project portfolio status to PLN's Board of Directors and relevant stakeholders. Improving the quality, accuracy, and efficiency of this reporting cycle was a direct contribution to the executive decision-making capability of PLN's leadership, reducing the time required to produce reports while improving the reliability of the project intelligence they conveyed.
The Outcome: Visibility That Accelerates Decisions
The improvements that Avenew's engagement delivered were, at their core, about speed and control, the two properties that define an effective PMO in a high-volume project portfolio environment.
Project visibility improved in a concrete and decision-relevant sense. The combination of structured data management, a centralized live dashboard, and more consistent regional reporting flows gave the PMO team a more accurate and more current picture of the portfolio than had previously been available. Executive reporting that had required significant manual effort could be produced more efficiently, with better data quality, enabling faster turnaround on the periodic reporting cycles that drive PLN's board-level decision-making on infrastructure delivery.
Backlog awareness improved, not simply in terms of knowing how many projects were delayed, but in terms of understanding the nature and root causes of those delays, which were most consequential for the overall RUPTL delivery timeline, and what specific interventions were most likely to unblock progress. This shift from aggregate awareness to structured, actionable intelligence is the difference between a monitoring system that describes a problem and one that enables a response.
The engagement also left behind something with longer-term value: a more capable PMO team, equipped with better analytical tools and a clearer understanding of the data management and reporting processes that sustain effective portfolio monitoring. Avenew's involvement was not designed to create ongoing dependency, but to strengthen the internal capability of the PLNE and Pusmanpro teams to maintain and build on the improvements developed during the engagement.
Strengthening the Engine of Energy Infrastructure
The PLN Enjiniring engagement reflects a dimension of Avenew's work that sits close to the economic foundations of Indonesian development. Electricity infrastructure is not a sector where project management quality is a matter of operational preference, it is a matter of national consequence. Delays in power plant commissioning, transmission line completion, and substation development translate into real constraints on the reliability, accessibility, and affordability of electricity for Indonesian households and businesses.
The PMO function that Avenew was engaged to strengthen is the organizational mechanism through which PLN's leadership maintains control over an infrastructure delivery program of extraordinary scale. Improving the quality of that function, giving it better data, better tools, better analytical capability, and better reporting processes, is a contribution that flows through into every project the PMO oversees.
