
Debottlenecking a national infrastructure megaproject, spanning rolling stock, 18 stations, civil infrastructure, and one of Southeast Asia's first fully automated rail systems, required more than good project management. When President Joko Widodo inaugurated it in August 2023, he was opening a project that represented not just new infrastructure, but a genuine leap in the technological sophistication of Indonesian public transportation.
Behind that moment of inauguration was nearly a decade of complex, multi-party construction work, and behind that, a project management challenge of uncommon difficulty. The LRT Jabodebek was governed by a series of Presidential Regulations, beginning with Perpres No. 98 of 2015 and subsequently revised through Perpres No. 65 of 2016 and Perpres No. 49 of 2017, which defined the roles of four state-owned enterprises simultaneously responsible for delivering the project: PT Adhi Karya as the infrastructure contractor, PT INKA as the rolling stock manufacturer, PT Len Industri as the signaling and platform screen door provider, and PT KAI as the system operator and sarana developer. Alongside these BUMN entities, the Ministry of Transportation and its Directorate General of Railways, multiple international supervision consultants, and PT KAI's own project divisions were all active participants in what was, in effect, a single project with many owners.
The consequence of this structure was a coordination challenge that could not be solved by any single party acting alone. It required something, and someone, capable of sitting above the fray, integrating the outputs of every workstream, and keeping the entire enterprise moving toward the same finish line.
PT KAI brought Avenew in to do exactly that.
The Coordination Problem in Concrete Terms
When Avenew began its engagement in 2020, the LRT Jabodebek project had a fundamental visibility problem. Each major stakeholder was managing their own workstream, civil infrastructure, rolling stock procurement, signaling system integration, station fit-out, systems testing, with their own schedules, their own reporting formats, and their own definitions of progress. There was no single master view of where the project stood. There was no common language for tracking dependencies between workstreams that were technically inseparable. And when delays emerged in one area, as they frequently did in a project of this complexity, compounded by COVID-19 disruptions, there was no structured mechanism for assessing recovery options or communicating cascading impacts to decision-makers.
The result was fragmentation: multiple teams working in parallel but not in concert, with coordination happening reactively rather than proactively, and critical decisions being made without the full picture. For a project of this technical interdependency, where the integration of rolling stock, track infrastructure, signaling systems, and station operations is not merely desirable but essential for safe commercial operation, this fragmentation was not just inefficient. It was a risk.
The PMO challenge Avenew faced was to transform this fragmented execution environment into a coordinated, controlled one, in three stages, across three years, as the project moved from active construction through system integration and into operational readiness.
Stage 1: Visibility and Alignment (2020 – 2021)

The first mandate was straightforward in its goal and demanding in its execution: establish a single source of truth across all stakeholders, and make it actionable.
Integrated Master Schedule
Avenew began by developing an Integrated Master Schedule, drawing together the individual timelines of every major workstream, civil works, sarana procurement, signaling integration, station construction, into a unified, dependency-mapped schedule that reflected how progress in one area affected every other. For a project involving four BUMN contractors, international supervision consultants, and PT KAI's own internal divisions, this consolidation exercise was itself a significant undertaking. It required not just technical schedule integration, but stakeholder alignment around a common baseline, a shared commitment to the same milestones and the same definition of on-track.
Scenario-Based Schedule Simulation
Alongside the schedule, Avenew introduced Scenario-Based Schedule Simulation to give the project team a way to think rigorously about delay and recovery. Rather than responding to slippage after the fact, scenario modeling allowed PT KAI and its stakeholders to evaluate recovery options proactively: if a civil works package falls behind by four weeks, what are the downstream implications for signaling testing? What acceleration measures are available? What are the cost and schedule trade-offs of each path? In a project environment where delays had already cascaded into significant cost overruns, this kind of structured foresight was not a luxury, it was a necessary management discipline.
Project Debottlenecking
The PMO also undertook systematic Project Debottlenecking, mapping the critical dependencies and constraint points that were limiting progress across workstreams, and developing structured resolution approaches for each. This surface-and-solve orientation, applied consistently across the coordination cycle, began to shift the project environment from reactive firefighting to managed execution.
The outcome of Stage 1 was a project that could see itself clearly for the first time. Full visibility across stakeholders enabled faster, more confident decisions while reducing the coordination gaps that had previously allowed small problems to become large ones.
Stage 2: Structuring and Acceleration (2021 – 2022)

With baseline visibility established, Avenew's engagement in Stage 2 shifted to a more structural challenge: ensuring that the coordination infrastructure put in place in Stage 1 could support the increasing pace and complexity of execution as the project moved toward completion.
PMO Maturity Assessment
A formal PMO Maturity Assessment anchored the Stage 2 work. By systematically evaluating the project's project management practices against established capability benchmarks, Avenew identified the specific gaps, in governance, in reporting discipline, in escalation protocols, in stakeholder communication, that were limiting execution effectiveness. This assessment was not an academic exercise. It produced a targeted, prioritized improvement roadmap that directly shaped the Stage 2 work plan.
P3O-Based PMO Framework
The structural backbone of Stage 2 was the development of a P3O-Based PMO Framework, a governance architecture integrating strategic, tactical, and operational control layers across the project. In a multi-stakeholder infrastructure project like the LRT Jabodebek, governance design is one of the most consequential PMO decisions. Too flat, and the PMO lacks the authority to resolve cross-party conflicts. Too hierarchical, and it creates bottlenecks. Tracking progress against schedule and cost simultaneously, and projecting forward based on current performance trends, gave PT KAI a continuous, evidence-based view of where the project was heading, not just where it had been. This shift from lagging to leading indicators is fundamental to managed delivery, and it equipped PT KAI's leadership with the analytical foundation to make resource allocation and escalation decisions with confidence.
Structured Communication and Governance Framework
The Structured Communication and Governance Framework standardized how information flowed between stakeholders: who reported what to whom, on what cadence, in what format, and with what escalation triggers. Standardization of this kind may sound administrative, but in a multi-BUMN project with a complex principal-agent structure, the absence of it is one of the most common sources of execution failure. Avenew's framework replaced ad hoc coordination with a reliable, repeatable governance rhythm.
The result of Stage 2 was meaningful acceleration, not from working faster, but from working better aligned. When stakeholders are operating on the same schedule baseline, with the same performance data, within the same governance cycle, execution becomes inherently more efficient. Predictability improved. Duplicated effort decreased. And the capacity of the project team to absorb and respond to new challenges grew, because the management infrastructure could hold the load.
Stage 3: Control and Operation Readiness (2022 – 2023)

By Stage 3, the nature of the PMO challenge had shifted again. Construction was converging on completion. The focus had moved from acceleration to control, ensuring that the final phase of delivery, the most complex and most scrutinized, held together as system integration, operational testing, and commissioning activities intensified.
Master Schedule Consolidation and Monitoring
Master Schedule Consolidation and Monitoring in Stage 3 carried a different quality of urgency than in the earlier stages. With commercial operations formally targeted and public attention focused on a project that had already experienced significant delays, every week of slippage carried reputational and financial consequences. Avenew's schedule management function maintained real-time visibility across all converging workstreams, tracking completion against milestones with the granularity needed to catch emerging risks before they became schedule events.
Adaptive Work Breakdown Structure
The Adaptive Work Breakdown Structure developed in this stage reflected the project's evolved complexity. As civil construction gave way to systems integration, where rolling stock, signaling, telecommunications, power supply, and station systems had to be verified against one another and against operational specifications simultaneously, the WBS needed to evolve beyond construction deliverables to map integration readiness. Avenew structured this transition deliberately, ensuring that the project's control framework kept pace with its technical evolution.
Operational Testing and Simulation
Operational Testing and Simulation represented the most technically demanding element of Stage 3's PMO scope. Preparing a GoA Level 3 automated rail system for commercial operation is not a linear process. It requires iterative testing across systems, resolution of interface failures, and formal sign-off by the Directorate General of Railways. Avenew's coordination role in this phase involved managing the dependencies between testing sequences, aligning the readiness of infrastructure, rolling stock, and systems components, and ensuring that each stage of the testing and commissioning process was executed in the right order with the right stakeholder involvement.
PMO Dashboard and Reporting System
The PMO Dashboard and Reporting System that Avenew built and sustained across all three stages reached its fullest expression in Stage 3, providing a real-time, integrated view of completion status, risk flags, and decision requirements that gave PT KAI's leadership the situational awareness to manage the final push to operations with control rather than anxiety.
The Outcome: From Fragmentation to Controlled Delivery
On 28 August 2023, the LRT Jabodebek commenced commercial operations, carrying passengers across 43 kilometers of elevated track, connecting Harjamukti and Jatimulya to the heart of Jakarta, and doing so on a fully automated system that had never been deployed in Indonesia before. It was a milestone that the project had been working toward for nearly a decade, through land acquisition disputes, a global pandemic, cost overruns, and repeated schedule revisions.
Avenew's three-stage PMO engagement did not resolve every challenge the project faced. No PMO does. What it did was transform the way the project managed itself, moving from fragmented, reactive execution to coordinated, controlled delivery. It gave PT KAI and its network of stakeholders a common language for tracking progress, a structured framework for resolving conflicts, and the analytical tools to make confident decisions in conditions of high complexity and high stakes.
