
Overseeing a fiber optic network spanning the breadth of Indonesia, across open sea, dense jungle, volcanic terrain, and some of the most remote communities on earth, required a monitoring approach as rigorous and far-reaching as the project itself. Avenew served as the independent eye that kept the Palapa Ring's Western and Central Packages accountable to their national mandate.
Connecting an Archipelago
Indonesia is one of the most geographically complex nations on earth. Seventeen thousand islands, 34 provinces, and a population of over 270 million people spread across a maritime territory that spans roughly 5,000 kilometers from west to east. For decades, the physical geography of the archipelago produced a corresponding divide in digital access: Java and Bali, densely populated and commercially developed, enjoyed increasingly capable telecommunications infrastructure, while hundreds of regencies across Kalimantan, Sulawesi, Nusa Tenggara, Maluku, and Papua remained chronically underserved, cut off not by lack of demand, but by the practical and commercial barriers to laying cable across open ocean and challenging terrain.
The Palapa Ring project was the Indonesian government's definitive answer to that divide. Classified as a National Strategic Infrastructure Project under Presidential Regulation No. 3 of 2016, the initiative set out to build a national backbone fiber optic network connecting all 514 districts and cities across Indonesia, with particular focus on the 57 city and district nodes that commercial operators had not reached. The full network, encompassing approximately 35,000 kilometers of undersea and terrestrial fiber optic cable, was divided into three implementation packages: Western, Central, and Eastern, each covering a distinct geographic corridor of the archipelago, each contracted to a private infrastructure provider through Indonesia's first Public-Private Partnership project in the telecommunications sector using the Availability Payment scheme.
The Western Package, valued at IDR 1.24 trillion, was awarded to PT Palapa Ring Barat, a consortium of Moratel and Triasmitra, and signed in February 2016. The Central Package, worth IDR 1.38 trillion, was signed with PT Len Telekomunikasi Indonesia in March 2016. Both packages moved into active construction as 2016 progressed, with completion targeted ahead of the Eastern Package and the project's overall operational deadline.
It was during this critical construction and implementation phase, with both packages in active execution, the Ministry of Communication and Information Technology as the government contracting agency, and Indonesia Infrastructure Guarantee Fund (IIGF) providing the government guarantee framework, that Avenew alongside with PT Surveyor Indonesia was engaged as independent monitoring consultant for the Western and Central Packages.
The Oversight Challenge in a Project of This Scale
Independent monitoring of infrastructure projects is most valuable precisely when the conditions for oversight are most demanding. The Palapa Ring Western and Central Packages were exactly that kind of challenge.
The geographic footprint alone was formidable. The Western Package traversed the western reaches of the archipelago, while the Central Package covered the mid-belt corridor including sections of Kalimantan, Sulawesi, and parts of Nusa Tenggara and Maluku, together spanning more than 25 cities and districts across Indonesia's diverse and often challenging terrain. Construction activities ranged from submarine cable laying in open water to land cable installation through areas with limited infrastructure access. Planning designs frequently differed from what was ultimately implemented in the field, as the contour of certain villages and terrain conditions required adaptation from fiber optic lines to microwave technology. The PPP governance structure added another layer of complexity to the monitoring mandate. The Palapa Ring was structured as an Availability Payment scheme, the first PPP project in Indonesia's telecommunications sector to use this financing model, in which government payments to private infrastructure providers are conditioned on demonstrated service availability, not simply construction activity. This arrangement placed premium importance on the reliability and objectivity of progress reporting: what was reported as complete had real financial and governance consequences. The government contracting agency, the guarantor institution, and ultimately the Ministry of Communication and Information Technology needed an independent, credible, and technically grounded account of project progress at every stage.

Against the baseline schedules established for each package, Avenew systematically tracked construction progress across all active work fronts, submarine cable laying, land cable installation, equipment deployment at landing stations and node locations, and systems commissioning activities. The tracking methodology distinguished between reported progress and verified progress, ensuring that the schedule performance picture presented to decision-makers reflected the actual state of construction rather than contractor self-reporting. Regular cadence monitoring enabled trend analysis: where progress was falling behind plan, Avenew identified the pattern early enough for recovery interventions to be meaningful.
Risk Management Effectiveness
Risk Management Effectiveness extended the monitoring mandate beyond current-state reporting into forward-looking risk assessment. Infrastructure projects of this geographic complexity generate continuous risk exposure: weather events affecting submarine operations, land access disputes in remote areas, logistics constraints limiting material delivery to isolated locations, and technical challenges arising from terrain conditions that differed from design assumptions. Avenew's contract compliance monitoring tracked alignment between actual construction activities and contractual requirements, identifying deviations, flagging gaps, and providing the independent verification that the government contracting agency needed to assess the infrastructure providers' compliance posture.
Construction and Field Execution Readiness
Construction and Field Execution Readiness was where Avenew's monitoring mandate became most concrete and most demanding. The independent monitoring role required actual field presence, physically verifying conditions at construction sites, node locations, and cable installation fronts across the Western and Central Package footprints, spanning more than 25 cities and districts. This field-based verification was essential because the conditions encountered in remote locations frequently differed from what desk-based reporting captured. Site visits provided the firsthand evidence that authenticated progress claims, surfaced issues that had not been escalated through formal channels, and gave Avenew's reporting the credibility that only direct observation can provide.
Stakeholder Coordination Effectiveness
Stakeholder Coordination Effectiveness monitored the health of the coordination ecosystem that a project of this complexity required to function. With private infrastructure providers, government agencies, supervision consultants, local governments, and field implementation teams all active simultaneously across multiple geographic locations, the quality of coordination between parties was itself a performance indicator. Avenew's monitoring assessed whether coordination mechanisms were functioning as designed, whether information was flowing appropriately between parties, and whether issues arising at the working level were being escalated and resolved within acceptable timeframes.

These five monitoring dimensions were synthesized into a structured Executive Reporting Framework, periodic reports delivered to the Ministry of Communication and Information Technology that presented an integrated, evidence-based view of project status across both packages. The executive reports were designed not simply to convey data, but to enable decisions: clearly flagging issues requiring ministerial attention, presenting the risk and performance picture in a format accessible to senior government officials, and providing the independent verification that distinguished Avenew's monitoring output from the infrastructure providers' own progress reporting.
The Value of Independent Oversight
The Palapa Ring engagement produced outcomes that, in the context of a nationally significant PPP infrastructure project, represent genuine governance value.
Transparency improved across both packages. The regular, structured monitoring cycle established a reliable rhythm of project visibility, replacing the episodic, informal understanding of project status with a consistent, evidence-grounded picture that all relevant parties could reference. This shared visibility reduced the information asymmetry that characterizes complex multi-party projects and gave the government contracting agency a reliable basis for its oversight function.
Issue identification became more timely and more structured. By maintaining a continuous monitoring presence across both packages, and supplementing desk-based analysis with field verification, Avenew was able to surface emerging issues earlier than reactive monitoring approaches would allow. Early identification is the difference between an issue that can be managed through ordinary project controls and one that escalates into a contract event or schedule crisis.
Stakeholder alignment strengthened over the course of the engagement. The independent monitoring function served as a consistent, trusted reference point that different parties, government agencies, infrastructure providers, and field teams, could orient around. When monitoring reports identified gaps or concerns, they provided a shared factual basis for discussion and resolution that reduced the potential for disputes to become protracted.
The executive reporting delivered to the Ministry of Communication and Information Technology gave senior government officials the project intelligence they needed to exercise meaningful oversight of a national strategic project, not through micromanagement of field operations, but through structured, independent assessment of whether the project was on track to deliver its public commitment.
The Monitor That Made the Difference
The Palapa Ring project was completed in late 2019, ultimately providing 4G internet access to more than 500 regencies across Indonesia. The government projected its full operationalisation would push broadband penetration into double digits, providing affordable connectivity to every village and creating new economic pathways across the archipelago. It is one of Indonesia's most consequential infrastructure achievements of the past decade, not only for what it built, but for what it made possible: digital access for communities that had been excluded from the country's economic and social connectivity for decades.
Behind that outcome was years of construction work under genuinely difficult conditions, coordinated across three geographic packages and managed through a PPP governance structure that was, for Indonesia's telecommunications sector, completely new. And behind the credibility of that governance structure was the independent monitoring function that kept it honest.
