In Medan, the country's fourth-largest city and the economic capital of Sumatra, and in Bandung, the capital of West Java and one of the most densely populated metropolitan areas in Southeast Asia, the dominance of private vehicles and the underdevelopment of integrated mass transit have created mobility conditions that constrain both daily quality of life and long-term economic productivity. These are not new problems, but they have become increasingly urgent as urban populations grow and road networks reach their practical limits.
The Indonesian government's response is the MASTRAN program, a national mass transit development initiative funded in partnership with the World Bank to the value of US$224 million, targeting the simultaneous development of Bus Rapid Transit systems in two major metropolitan areas: the Mebidang corridor encompassing Medan, Binjai, and Deli Serdang in North Sumatra, and the BBMA corridor covering the Bandung metropolitan area in West Java. Together, these two programs represent some of the most ambitious urban transit investments outside Java's capital region, with each system designed to deliver modern, integrated, environmentally aligned public transportation to metropolitan populations that have long lacked it.
The Mebidang BRT is planned to operate 515 electric buses across 13 corridors and 32 major stops spanning 21 kilometers of dedicated network, with full operations targeted by 2027. All monitoring activity fed into structured Monitoring and Evaluation Reports prepared for the DGLT and, through it, for the World Bank, including regular progress reports, mid-term review inputs, and completion reporting aligned with the project results framework. These reports served the accountability obligations of the program while also providing the Ministry with a formal record of program performance against its stated objectives.
